At the 20 year plan meeting at the city council this night I said these words:

I object to any cement areas that serve no useful purpose, which viewed as a possible eye sore in a city increasing in its use of cement to either be removed or more cheerfully colored, hopefully grassed over or have some kind of oxagon producing, hopefully asthetically pleasing and pleasing to smell to therefore remove all untasty looking rot colored cement to bring fresh air and added beauty and vitality to the environment.   I am sure the town of Chico would be more than pleased, to make Chico a greener place, as is it is known that nature even in small amounts has great psychological benifits which there is plenty of evidence to support.   Doing this is almost free to have come about.   Simply remove the cement.   Call it debri, and put some seeds of renewal in their place, even if this might break with American ideas about paving the landscape with plants.   Even if plants are not in places where people are used to seeing them.   Our ideas about cement, the color gray, are likely to be transformed.   The air quality and beauty of Chico depend on it.   Though my statement has been a bit artistic I also believe it to be very realistic as well.
